withdrawal from Iraq.

President Bush rejected calls to set a date for troop withdrawals. As
violence escalates Pres. Bush said that he believes a change is
beginning. "There are still horrific attacks in Iraq, such as the
bombings in Baghdad on Wednesday, but the direction of the fight is
beginning to shift," said Mr. Bush.
Suicide bombings, kidnappings, murders and an increasing number of IED
incidents have caused an increase in the numbers of voices calling for
a troop reduction program. Democrats are persisting with their
campaign of encouraging the administration to set a date. They believe
that the cost of the war in human and economic terms is too high.
The Iraqi government is under pressure to take more of the load in the
fight against criminals and insurgents. Democrats believe that it is
the Iraqi people who must force a reduction in the level of violence.
For now the Democrats have a view and President Bush has another.
Perhaps that is the problem. Both sides are unable to arrange a
compromise that each can agree upon.
Acknowledging that Democrats are unlikely to drop their demands for a
troop withdrawal, President Bush says they should send him their
legislation quickly so he can veto it and get Congress back to work on
a spending bill without such a deadline.
